“But when the bidders come in and say where are we going to put the trasb,” said Luke, “you’ve got a problem.”
“The Updikes seem to have solved their problem without very much help from anybody in the county,” replied Gardner? “It is iq> to die county to do this in a timely manner. I don't think the state can enforce their directive, anyway, without calling out the National Guard.”
When Luke complained about the difficulty in finding parcels which are both available and suitable for a landfill, Gardner suggested: “Maybe some of those real estate dealers down in the county offices can find something.”
“My personal opinion is that this is a private matter between Mr. Clark and Community Trash,” said Luke, “and if he decides to extend the contract, that’s his business.”
“We’re here to protect the county,” said Gardner.
“We have to decide at the time (of the contract’s determination),” added Forward. “Maybe the neighbors will object later.
To a question’ from Muth, Pete Luke said the Supervisors “have not addressed the Clark property; all we say is we would support any place suitable for a private operation.” And to another question from Manwaring, Luke said the county “has not discarded the idea” of owning its own landfill.
“The problem,” Luke went on, “is finding sufficient money and land without causing a big public hassle.”
“Take it away from some of that money you’re wasting on the schools,” suggested Admiral Gardner.
Foreman was then asked to testify, and he described some of the problems he’d encountered in the 17 counties and nine cities under his jurisdiction. He also said he uses a backhoe to determine the depth of soil on a proposed site: “If we can dig easily, this is what we want.”
Water tables can be protected by proper engineering, he said.
