mentioned do cover most of the funding requirements for operations of public schools as opposed to capital outlay for school buildings.
MOST of the requirements mentioned here are imposed in the law setting standards of quality for the public schools in accordance with the Virginia Constitution. A number of other standards are also set out in the law but they do not impose additional financial requirements upon the localities.
Further, the legislature has provided that the localities are required to provide the programs mandated by law only to an extent proportionate to the funding provided by the legislature.
To sum up, in some respects the legislature has gone too far in educational mandates such as kindergartens and the inflexible class size requirement but it has provided its share of funding in the other standards imposed such as the required per pupil expenditure, education of handicapped children and the number of teachers required.
