But Foreman could not give assurances that water flowing into Schafer’s property would not be affected. “But the State Water Control Board will sample it for you.. .on a demand basis. If we suspect leachate, we’ll correct it.”
LEE PAYNE, a landowner who had signed the petition, said from the audience that his endorsement was strictly related to the 30-month time limitation. “People who signed file petition were led to believe there was a time element,” he said.
And as the time limit point was further discussed, Foreman conceded that it might be possible to engineer the site in sections, so that one part could be completed without disturbing the others. But he added: “My director has said there will be no temporary permits.”—Ray Dilley □
