IN THIS report I am continuing to deal with the educational mandates which the state imposes upon the localities. Last week I discussed the kindergarten requirements and the limitations on class in kindergarten through the first three grades.
The basic school aid fund in the state budget is the source of most state funds distributed to the localities for public school operations. The formula for the distribution of these funds and certain mandates are in that part of the budget act creating this fund.
One of these mandates is a requirement to spend a certain amount per student in operational expenditures ($790 is the amount this year). This requirement is not absolute and if a locality finds that it can finance quality education at a lower cost it can spend less down to a certain minimum ($735 this year) of the required per student expenditures.
