JOHN CAPELLE, director of the Rappahannock - Rapidan Planning District Commission, appeared before the Commission to explain a draft management plan for the Shenandoah National Park. A map accompanying the plan drew comments and questions. The map shows the existing park boundaries the authorized and intended 327, 000-acre boundary, authorized and intended park expansion, and the maximum authorized 521,000-acre boundary. Capelle was asked to supply a more detailed map showing how possible expansion plans would affect Rappahannock County alone.
Barksdale noted that Flint Hill wasn’t shown. “Flint Hill is the center of the world as far as I’m concerned. Take that off the map and I don’t know where I am.”
Capelle had prepared a list of questions for Park Superintendent Robert Jacobsen:
1. Do Park authorities plan on expanding beyond the 327,000 authorized and intended boundary?
2. The Park Service is not currently authorized to buy land and can only accept donated acreage; what type of acquisition will be emphasized? Do they plan on requesting a change in legislation that will enable them to purchase property?
3. The draft plan calls for “fringe development” on Park boundaries; What kind is proposed?
4. What kind of perimeter and support facilities will be encour
