The House of Delegates and the Appropriations Committee acted in an unwise and futile manner and none of the measures passed by the House has any chance of final passage unless they are substantially altered.
THE sensible course, which I advocated in the Appropriations Committee, was to review and discuss the highest priority projects and obtain a reasonable consensus among members of the Senate and the House and the Governor as to these priorities and have the Governor send down a bill to the House and Senate where it could then be reviewed and considered and possibly amended or passed or rejected in the normal
