Exceptions are provided in the bill for emergency situations, with consent of the Governor, and in cases where the regulation . is required by state law or Federal law or Federal regulation, in which case the agency has no discretion.
The other bill requires that all state agency regulations shall specify whether such regulations are required or merely authorized by Federal or state law so that the local governments will know the source of the regulations and know whether to apply to the Congress or the Federal agency involved or to the state legislature for review and relief from regulations that are objected to.
