THE House of Delegates has passed two bills I introduced on the question of laws and regulations which impose financial burdens on local governments.
One bill provides that no regulation of a state agency that imposes a cost in excess of $1,000 upon any local government shall take effect until February 1 of each year and only after a copy of the regulation has been distributed to all local governments by the preceding December 1. This will give the local governments an opportunity to request legislative action to modify or repeal costly and unjustifiable regulations. I would have preferred the date of July 1 for the effective date of the regulations but, as amended, the bill should still be of substantial benefit.
