BIDDLE answered that efforts would be made to obtain a town water system after the sewer system was taken care of. He added that it was not plausible to anticipate all of the town wells running dry at the same time.
As to putting both water and sewer systems in at the same time, Long explained this procedure wouldn’t be cheaper since regulations require the top of a sewer line to be at least 18 inches below the water line, if both are in the same trench. “The only time it’s cost advantageous is when you have to blast through rock.”
Will each individual property owner be responsible for getting sewer lines out to the main line? asked Mrs. Johnson.
The lines from the property boundary to the dwelling will be the responsibility of the owner, replied Long, although laterals in the rear of the property will be supplied for a reasonable distance. “We’re hoping most of the existing laterals will be usable unless they have massive cracks or breaks,” said Long, and emphasized the importance of marking those laterals with the orange flags available at the post office.
Jimmy Swindler maintained that five homes, four businesses and one church all requiring sewer were located above the Parkway Gift Shop, outside the limits of the proposed service area. “That’s enough justification to run the lines farther up the road,” Swindler contended. “If you’re going to clean up one end of the creek and leave the other end dirty, you aren’t making much headway unless you can get the water to run upstream.”
LONG replied that the State Water Control Board would agree to consider funding the extension if a serious health hazard could be substantiated. The extension would then be included as an addendum to the project.
“I want to applaud the attitude of this gathering,” commented Rappahannock County Health Of.ficer R. S. LeGarde. “I am very much impressed_not only hopeful, but happy.”
