convicted of serious, violent crimes, repeat convictions of felonies and distribution of hard drugs.
In my opinion, the committee is entirely wrong in not believing that longer sentences for persons convicted of these crimes would be a deterrent in many cases and one way that violent crime may be reduced.
Last week the House of Delegates passed several bond issue bills for capital outlay projects in higher education, corrections, mental health, parks, and the Virginia Ports Authority totaling $200 million. If these proposals are passed by the legislature they will have to be approved by the people in the general election in November of 1977.
THESE bills were passed with-' out any of the usual committee consideration and review by the Appropriations Committee. There was very little consideration by the House of Delegates because of the deadline on last Wednesday by which all bills originating in the House had to be sent to the Senate.
