I nere is very little sweetness in that partial victory. Opponents of local ordinances have already threatened to “take care of Loudoun and Fairfax next year.”

And Northern Virginia sought and lost alternate ways of funding Metro. The area wanted to levy a one per cent sales tax within the Northern Virginia Transportation District and it wanted a four per cent gasoline tax. Revenues from both would go toward the rapid rail system.

But the rest of the state could not bring itself to aid this area in its fight against rising property taxes.

As frustrating as it all seems, we are governed through all of these battles and wars.

Those who lost, have a year to regroup, for the war starts again next January.
