In a final item, Capelle reported that the county’s comprehensive plan would not apply to Washington, even though it would include a section on the town. "Policy will not apply within the corporate limits," he said.
However, he noted that the Washington Town Council could vote to adopt the county’s plan if it chose to do so in place of developing a separate document. He acknowledged that a bill had been introduced in the last session of the General Assembly to exempt communities with populations of under 1,000 from the state’s mandate for a comprehensive plan by 1980 but added that the measure had failed.
