Balance Of Trade
Farm land and agricultural operations are the only things that allow the country to maintain a reasonable balance of trade, according to Warren Zitzman, planner from the U. S. Department of Agriculture.
“We have agricultural products to trade with the rest of the world...The Arabs don’t pave over their oil fields. It’s just as foolish for us to pave over our prime agricultural land,” he said.
Zitzman reported that 46 states have now adopted some type of use value taxation. However, he maintained that use tax “is not effective in retaining farm land.” He informed the delegates on several other types of agricultural zoning employed in other states:
—Hawaii has statewide agricultural zoning.
—Oregon has a state policy that prime agricultural land shall be kept in agricultural use and has mandated local government to take steps to achieve that goal.
—California expects to pass legislation similar to Oregon’s.
—Suffolk County Long Island voters approved a $60 million bond issue to purchase development rights from farmers at $4,000 an acre.
