Economic Justification Loudoun Planner Dennis White suggested that local governments should have access to the expertise and background information that will enable a locality to argue for preservation of farm land at an economic level. An analysis of what farming is worth to the locality compared to what development alternatives will cost can be compiled, in part by experts from VPI or U.Va's Tayloe Murphy Institute, according to White.

General Frank Norris, executive director of the Piedmont Environmental Council, relayed proposals to the delegates from PEC’s farm Committee.

In regard to the qualifications for the land use tax program, Norris recommended that the minimum acreage be set at 35 unless the property owner could show an annual income of at least $6,000 from the land.

He also proposed that owners of land not zoned commercial or conservation be required to sign a contract agreeing to stay in agriculture or open space for a specified period in order to qualify for use value taxation. Norris added that owners of property in a platted subdivision should also have to sign a similar contract before receiving land use benefits.
