In addition, he headed a two-year long study commission on governmental management. The sweeping recommendations of this “Hopkins Commission” have been the subject of some of the most heated debates in the recent sessions of the General Assembly.
Hopkins served for four years as Senate Majority leader but asked to be relieved of that responsibility in 1976, reportedly because of the pressures of private business reverses. These problems also caused his extensive absenteeism in the 1977 session, a factor which will almost certainly be a campaign issue in the upcoming election.
