But, for many of the state’s conservative Republicans, Garland poses a problem. That problem is that he is more liberal than his Democratic opponent, Hopkins. An old-line Virginia Republican and a loyal heir to the moderate philosophies of that wing of the party. Garland is an outspoken supporter of the Equal Rights Amendment and other social concerns, factors which make many of his more conservative GOP colleagues grit their teeth even as they urge his election.
Indeed, many of those in the Godwin wing of the party will likely maintain a “golden silence” on the 21st District race.
Still, the prospect of knocking off one of the most powerful Democrats in the legislature will draw strong support for Garland’s effort.
The campaign promises to be a rough one. Personal attacks on both sides have begun and will probably increase as the already hot race gets hotter.
If Hopkins were to be defeated, it would hand the GOP its most important senate victory since the revival of the party began a decade ago. Not only that, it would also cause shifts and advancements within the Democratic committee structure of the Senate which could have a profound effect on the course of future legislation.
It is, in short, one of the most important races in the state to keep an eye on as the 1979 campaigns get underway.
