The legislators "might better be more concerned with improved ways of evaluating what's happening in the classroom day to day," he suggested. j Fstabrook balked, however, at using merit based pay as a tool to improve education. "Teaching is more art than science. A merit based approach is only fair if teaching is more science than art." he said, adding that there is no measurable basis to evaluate teacher performance. "The whole concept of fairness is very important to me." Fstabrook said, describing merit pay for teachers as "arbitrary at best."
On the subject of fairness, he noted he would apply the concept to teachers, administrators. students, parents—and to the school board. “That doesn't mean that you’re indecisive or that you become a 'yes man' but you must make every attempt to be fair minded” and that includes trying to see the viewpoint of school board members and the pressures they must contend with, he addedStudent
