inflation, then the index will always provide a real dollar increase in a teachers’ salary. This is a means to reward teachers who keep returning to the classroom.
When first introduced this system would mean very high pay raises for teachers with many years of experience. I feel that anybody that has served many years under our present system deserves whatever they get in the way of a pay raise.
Our superintendent of schools recommended an indexed salary scale with a 5 percent increase at the base. This provided an over all increase of 8.6 percent for all teachers. This comes out much lower than the RCEA proposal, but the index that the teachers truely want is included.
The amount of basic aid to this county has been increased by 26 percent. This comes out to $80,652 more than the county got from the state last year. The total increase in teachers salaries called for by the superintendent is $75,007.
If you will recall, earlier I said that the increase in basic aid was not meant to cover the entire cost of the teachers pay raise. This should mean that the local school district would have to provide some of the increase.
This is definitely not the case as 1 have shown above. The superintendent did not propose any other increases in benefits for the teachers. The item that really bewilders me is that the overall funds from the state will increase 15.4 percent while the local request for funds is only being increased by 3.6 percent over last years request. Because the rate of inflation last year was 10.4 percent, this must mean that the superintendent’s budget is relying heavily on the increase of the state funds and not asking the people of Rappahannock County to support their fair share of the cost of educating their children. -
The Rappahannock County School Board met last Friday in a special budget session where they decided that they would not give the teachers the index salary scale asked for and that the superintendent recommended. The board also said that they would only give the teachers an 8.5 percent increase in their salaries.
