He added that the problem created by not allowing a gun range anywhere in the county will be corrected in zoning ordinance revisions now being studied by the planning commission.
In response to repeated concerns regarding safety, Bowers said the range would be built eight feet into the ground and surrounded by mounds of dirt 15 feet high with additional mounds of dirt behind targets. “You wouldn't be able to hear or see the range 100 yards away. You wouldn’t even know it was there.”
The amendment as proposed includes “nowhere near enough legal information on design,” Miller responded.
Konick agreed that the requirements for a special use permit should be more specific particularly as regards standards set for noise abatement. In order to avoid difficulties with enforcement of noise standards, he said, controls should be instituted at the design stage with the burden on the applicant to have an expert certify that standards have been satisfied.
“What has been proposed (by Luke). 1 don’t think is acceptable...but I agree there’s a point that it (shooting range) should be allowed somewhere,” Miller stated.
With responsibility for developing an acceptable amendment resting with the planning commission, according to the commonwealth’s attorney, the commissioners agreed to table the issue until their July meeting when they will consider a revised amendment drafted bv Luke. Konick, Baumgardner, Fannon and Estes.
