When Estes refers to past assessments, he plays on the well-known fact that small property owners were disproportionately assessed in favor of large landowners. Yet a week later at the June 14 Supervisors' meeting, Estes clearly disapproved of the large versus small landowner appeal. No mention has been made of the practise of deliberate discrimination against Rappahannock “newcomers”. In past assessments, the gross overassessment of new construction was by design and "premeditation” by our past boards of tax appraisers, according to Fred Forberg in the May 13 News.
In short, some of us have unfairly carried the county tax burden for year. Yet, how is it helpful to create or let stand a new set of disparities, a new class of "Favoreds”?
