Its immediate task would be to define “our most critical transportation needs,” determine if “legal and structural” changes are necessary to establish separate trust funds, and recommend whether to seek general obligation or revenue bonds, as well as propose an amount for a bond issue.

Its report would be due by Aug. L before the governor, who would ;hen call a special session of the Assembly in September.

The commision’s second duty vould be to study the state’s transportation needs for the next decade, ncluding the Outer Beltway proposed around Washington (possibly through Loudoun), mass transit and :hannel dredging in state ports.
