The Virginia Medicaid program is designed to provide a safety net under poor Virginians. The aim of this program is to make adequate medical care available to those who cannot afford it. Whether the care is adequate certainly is debatable.
Apart from its questionable efficacy, however, the Medicaid program suffers from a severe flaw. The program does not pay for the care that Medicaid patients receive. Instead, the legislators of Virginia have placed a large burden on the paying sick, requiring them to pay for the Medicaid program as well as for their own medical care.
The present reimbursement rate to physicians for each Medicaid patient does not cover the cost of caring for that patient. Who pays? For years the physician has absorbed the
