Mr. Rives said the only provisions for the park acquiring additional property is by exchanging for lands already in the park or by accepting donations.
He said that the Isaac Walton League and the University of Virginia are interested in conducting a survey to identify those lands outside the park which are most valuable to the park, but there is no money currently available for such a study.
Piedmont District representative Charles K. “Pete” Estes asked the park service officers if the park is interested in accepting scenic easements.
Mr. Rives said currently the park will only accept them if they are on land contiguous with the park, but the study might show other lands are more important to preserve. He said the park service’s attorneys have advised them not to get involved in managing scenic easements that call for them to do such things as regulate the size of houses built on the property under easement.
