that anyone else will do better. The party has in Joe Elton a capable and personable executive director and is preparing for a bruising battle on redistricting next year. But even though redistricting will be dominated by Democrats, Mr. Elton and others think pure demographics will allow the GOP to increase its strength in both the House of Delegates and State Senate.
Then, too, indications of increasing chinks in Democratic Party harmony in the state might help open up new opportunities for the state GOP if it can get its own act together.
