The reason for that miscalculation, as stated by Mr. Huffman, was because it would have been too expensive to fight entrenched incumbents and the time, money and energy would be better used to build additional strength in the Virginia General Assembly next year.
Mr. Huffman can be, perhaps, forgiven for not knowing a powerful anti-incumbent tide would be coming along down the line as a result of the budget fiasco and the growing perception that Congress is simply unable to govern.
Yet, as a Richmond newspaper editorialized several times, political parties exist to elect candidates who will promulgate their philosophies. The newspaper chastized Republicans for giving all Democratic congressional incumbents a free ride.
Though Mr. Parris was soundly beaten, his race may have been much closer, even winnable, had the anti-incumbent mood not existed.
