In his first State of the Union a<|-' dress, President Clinton seemed aware of the central problem: “I’d like to use the Superfund to clean up pollution for a change and not just pay lawyers.” A year later, however, his administration has failed to act. If Superfund is not to generate another banner year for corporate bean counters, the administration must clean up the law now.
