Though Disney has insisted that tax revenues should finance the necessary road improvements and other infrastructure, Mrs. Seefeldt said it is “too early to say” how they will be funded.
“That’s what the proffer process is all about,” she said. “It’s an ongoing process, part the rezoning process, and it won’t be negotiated on the front pages of the newspapers. The bottom line,” she added, ‘is that we need to see a package that is reasonable and fair. ”
Disney’s revised figures didn’t surprise Take a Second Look’s Needels either, except for the size of the increase. “I expected that, but not that magnitude,” he said Tuesday.
Needels noted that the road improvements outlined in the Disney documents represent largely unfunded projects. Except for the $131 million earmarked to widen Interstate 66 to six lanes from U.S. 50 to Route 234, the improvements contained in the Northern Virginia 2010 Transportation Plan are “a wish list.... It’s already been established that there is nowhere enough money to fund those plans.”
While “keeping an eye on Prince William County,” Needels said Take a Second Look plans to move its campaign to Richmond, where the group plans a “full time presence” during the General Assembly session. The details of the lobbying effort are being negotiated, he added.
If Second Look and Protect, a Prince William-based group, have stood in opposition to the theme park proposal from the initial announcement in November, another group, the Coalition of Gainesville District Residents, has repeatedly said that it is not taking a stand, either for or against.
