And that is why the Republican caucus agreed Jan. 1 1 that, “To avoid pressures for substitute taxation at the local level after the proposed repeal of the gross receipts tax...(we) support a permanent statutory program of state financial assistance to localities to replace the eliminated BPOL tax revenue."
