but in Rappahannock County, the new home of Rep. Wolfs Democratic challenger Bob Weinberg, Mr. Wolf carried the county, but by a much narrower margin. Rep. Wolf had 57.3 percent of the vote to Mr. Weinberg's 40.1 percent. Libertarian Party candidate Gary Reams had 2.6 percent.
With 33 percent of the vote in and 73 percent of that going to Frank Wolf, Mr. Weinberg was ready to concede that he had lost but still hoped he would carry the county.
Shortly before 10 p.m. he issued a statement from his local campaign headquarters in the "Old Rectory" on Main Street in Washington. "Two years ago the Democratic vote in the 10th district was zero. We ran no candidate and gave the voters no choice," Mr. Weinberg said. "For the last six months I have been going to 11 counties stating the importance of every one voting. No vote is lost except the one that is not cast. Every vote that is cast sends a message from that voter. I expect by the time the totals are in tonight many thousands will have sent a message that they do not approve of the pro-Gingrich voting record of Frank Wolf and that they support the progressive policies supported by President Bill Clinton and [me].
"I also think the very high percentage are voters who turned out in Rappahannock County, and I expect that once we have the figures this will be true of the entire district, ... is a tribute to the civic spirit of Rappahannock County and all the counties -that achieve , a similar and overwhelming turnout.
"I want to thank the media of this county and this district which have given extensive coverage to the issues in this race and thus made it possible for the voters to make a choice on the issues, despite the overwhelming financial advantage of the incumbent, who can and does raise large sums from vested interests and utilizes taxpayer provided resources for purposes
