The state of Virginia has spoken on the subject of mobile homes. They are allowed by right as a family residence. Rappahannock had once barred them until the state ruled it could not. Now here goes Rappahannock with a scheme to bar them again under a different section of its code — the family apartment.

A public jurisdiction like a county should not — and I believe cannot — be a gated community available only to the privileged wealthy. Surely I am not alone in this belief. It is not right. It is very likely to be found illegal. And it is un-American. Those who serve us — in schools, in the sheriffs office, on our farms, in our homes — often must live in neighboring counties. Only grand fathered properties escape. Now these, too, face a new barrier in sheltering an ailing or indigent relative.
