Rappahannock County Treasurer Frances Foster attended professional training in Winchester as part of the annual meeting of the Treasurers Association of Virginia several months ago. Information on administering the new “No Car Tax” law was discussed. The law goes into effect this year.
Foster said her office has received numerous inquiries about the new' law and what it means. Many want to know how much their car tax will be reduced in 1998. Foster said if your car is valued at $1,000 or less you will receive a refund from the state for all of that personal property tax. If it is valued between $1,000 and $20,(X)0 your refund will be 12.5 percent of the tax paid. If your car is worth more than $20,000, you will get 12.5 percent relief on only the first $20,000 of its value.
Everyone should pay the full amount of their personal property tax in 1998 to their locality. The state will send you a refund check for your tax relief.
You must pay your personal property tax bill (as usual) in order to get your relief check. The treasurer and Commissioner of the Revenue here notify the state once the tax is paid. Personal property tax bills are due Dec. 5, and if you pav your tax on time your refund will be made by June 1999. The sooner you pay the sooner you will receive your refund.
Your car qualifies if it is privately owned and for personal use. The local Commissioner of the Revenue makes that determination based on state guidelines.
