In an effort to learn more about the proposed family apartment amendments, I attended the July meetings of the Rappahannock Planning Commission and Board of Zoning Appeals. What I saw, heard — and didn’t hear — and read goes far beyond family apartment or mobile home considerations.

The planners, in their roles as appointed advisers to both the elected board of supervisors as well as to the BZA, occupy a pivotal, powerful position in the life of the county and its future direction. When it recommends changes as personal as those concerning family apartments, it has stepped uninvited right into an individual family’s home.

No more than three people to an apartment, it rules. That can mean: no more than one child to a couple just beginning their marriage. Why? (Even China, with its onechild rule, explains itself.) Or that can mean to a young mother left with three children to raise: you can’t live with your folks while you get on your feet. And God help the couple that produces twins in a family apartment in Rappahannock County: will the long arm of Rappahannock County government reach in with police powers to “investigate?” And rout them from the family apartment? How? Who is authorized to do that? Or are the planners just dreaming up paper tigers?
