as the vehicle through which the state Department of Mental Health, Mental Retardation, and Substance Abuse Services (or simply, The Department) delivered high quality community-based mental health services. The Department also operated all of the state hospitals and training centers for those whose disabilities were most severe, who could not receive adequate supports in the local community.
Since then, the state facilities have been greatly reduced in capacity; de-institutionalization of large numbers of patients returned these people to the community, but without financial support for appropriate services to meet their needs in the community, but without financial support for appropriate services to meet their needs in the community. The more affluent communities took up some of the unfunded burden, but most simply were not able to meet the need. At the same time, quality of care deteriorated in the state facilities themselves to the point that the federal Department of Justice has recently investigated violations of patients’ civil rights, including deaths due to medical neglect.
These Department of Justice investigations have prompted the legislature, The Department and Governor Gilmore to give a great deal of attention to recommendations for significantly revising the delivery system for mental health services in the state.
