It is imperative that local communities have an active role in planning and developing appropriate communitybased services before any recommended changes in current size of state facilities are made. Projected down sizing must not occur as it did in the early “70s in a way that eliminates necessary services for those released to the local communities.
It must not occur again in a way that results in unfunded mandates to the local communities at the same time that Governor Gilmore is taking away the car tax as a means of generating local revenue. It must be done in a way that assures smooth transitions in and appropriate levels of, services for all those affected.
