Let’s focus a spotlight on , the mental health needs of Virginia’s citizens, making them so prominent and visi- „ ble that they cannot be ff ignored. Let’s be good neighbors to the mentally ill and mentally retarded; let’s devel-1 op an insistence on the availability of quality care for them in their home communities. Let’s return the State of Virginia to the leadership ’ position it held for mental health care during the early » ‘70s. Neighbors deserve no less.
