Mr. Hales is survived by his wife, Carol; his daughter, Kathryn H. Fleming of Port Townsend, Wash.; two sons, A fired R. Hales III of Fredericksburg and Charles A. Hales of Portland Ore.; one sister, Florence H. Laird of Ocean Springs, Miss. ; seven grandchildren and one great grandchild.
A memorial service will be held at Trinity Episcopal Church in Washington on Friday, April 23 at 2 p.m. At his request, his ashes will be scattered in the Potomac River.
Frances Campbell

Frances Katherine Campbell, 77, of Manassas, formerly of Washington, died Wednesday, March 24 at Fauquier Hospital in Warrenton.
She was born April 11, 1921 in Huntly, a daughter of the late Luther and Bertie Jenkins. She was predeceased by her husband, Leonard Daniel Campbell.
Surviving are her three sons, Daniel E. Campbell of Front Royal, Luther Campbell of Jeffersonton and William “Billy” Campbell of Eden, N.C.; three daughters, Doris Lillard of Front Royal, Shirley Gardner of Sykesville, Md. and Carolyn Bailey of Manassas; 10 grandchildren and 10 great grandchildren.
Also surviving are two sisters, Margaret Henry and Ann Lockhart, both of Front Royal.
