While the State mandates and requirements were piling the work on in Rappahannock, John Wentworth McCarthy, III was completing his preparation for a career that would have a breadth and duration that would assuredly astonish him. He received a BA from Mary Washington College in 1984 and, in 1986, received a Masters of Planning degree from the University of Virginia.
Shortly after completing work at UVA, he was appointed Zoning Administrator of Rappahannock County.
County Supervisors, County officials, and many County residents undoubtedly had their eye on him, and his organizational capabilities, attention to detail, and general effectiveness in that job led to his being named, on July 1, 1988, as Rappahannock County's first County Administrator.
John McCarthy has performed remarkably well for Rappahannock County in the twelve years since— there are few, if any, who would deny his capabilities, and none who did so would be correct.
