A RESOLUTION OF THE TOWN COUNCIL OF WASHINGTON, VIRGINIA IN MEMORY OF WILLIAM M. CARRIGAN WHEREAS, William M. Carrigan became a citizen of the Town of Washington in 1959 and throughout his life and actions in the ensuing years worked toward making the Town and the Rappahannock community better places in which to live; and WHEREAS, William M. Carrigan supported and helped expand the Rappahannock Library in its early years; and WHEREAS, William M. Carrigan moved and assisted in restoring the building that currently serves as the home of the Rappahannock County Historical Society, saving it from demolition by the telephone company, and additionally strongly supporting the Society; and WHEREAS, William M. Carrigan was the driving force in the development and the construction of the Rappahannock County Time Capsule which was dedicated in 1983 next to the Town Hall and is scheduled to be reopened in 2083; and WHEREAS, William M. Carrigan gave to the Child Care and Learning Center the old high school building in the Town of Washington, thus aiding the community’s early education needs and helping to preserve the building; and WHEREAS, William M. Carrigan initiated, at his own expense, an Independence Day Celebration on the lawn of his home, Avon Hall, which has become a major annual celebration of the entire Rappahannock community; and used this celebration to support various community needs, such as the fire and rescue squad; and established this celebration as his legacy to the Town by agreeing to the Town's using his property for the annual celebration each Independence Day hence; now therefore, be it RESOLVED, that, William M. Carrigan shall be, and hereby is named, posthumously, as an Honorary Member of the Council of the Town of Washington for the remainder of its 1998-2002 term; and be it further RESOLVED, that the annual Independence Day celebration for the Rappahannock community be henceforth designated as the William M. Carrigan Independence Day Celebration. Done by the Council of the Town of Washington, meeting this 13th day of December in 2000.
