Sludge and the
Dillon Rule
Jim Gannon asked for Del. Louderback’s position on sludge and on a local jurisdiction’s right to ban its application on land. Mr. Louderback said that he would support legislation that would do so, “depending on how it was written,” and he added that there will be discussion in Richmond this year that would give counties “more flexibility.”
Bruce Jones followed-up by asking if Del. Louderback were suggesting that the Dillon Rule be eliminated, and Del. Louderback responded that he did not believe that it was necessary to get rid of it, but that localities could be given more flexibility. He said that the Dillon Rule will come up during the next session.
