Joy Sloane questioned whether Del. Louderback would be willing to sponsor legislation that would give local zoning boards and planning commissions full authority to regulate local issues. Mr. Louderback said that he would be willing to discuss the issues if someone (in Rappahannock County) would “put the points together.”

Phil Irwin asked for the delegate’s comments on the “general economic relationship between Richmond and counties like Rappahannock” and on the State’s unfunded mandates to localities.

Mr. Louderback said that he was appointed to a Finance Committee joint House/ Senate subcommittee on taxes, and that the subcommittee will be investigating issues including State and local responsibilities and possible overlaps, the possible collection of the local portion of taxes by the localities, payment to localities for mandated services, and the possibility of the State paying for teacher salaries.
