Tipping fee
Delegate Louderback discussed his suggestion for a $5 per ton fee for any waste dumped at landfills located in the State. He said that the suggestion is being discussed in committee and that not all agree, “but we need to plan for the environment.” He is concerned, he said, that Virginia is a large waste importer (number two after Pennsylvania) and that the importation of waste from other states is harmful to Virginia and its environment. The fee, he said, would be applied only to waste dumped into landfills and not to recycled items, and would thus encourage recycling.
In response to a question from Bob Anderson, Mr. Louderback said that the fee could not be restricted to out-of-state waste only due to Interstate Commerce Commission rules, and would apply to \ Rappahannock County for waste dumped at the Amissville landfill. Mr. Anderson commented that trash disposal is already the second highest cost in the County and Mr. Louderback replied that the fee would help keep Virginia beautiful and protect groundwater.
