Rappahannock County Circuit Court Judge Jeffrey W. Parker sentenced Joseph F. Claffy Jr., 65, last Thursday to eight years in prison for involuntary manslaughter and one year for driving under the influence of alcohol in a fatal collision last December involving 30-year-old Troy Foster of Flint Hill.
Judge Parker suspended all but one year and two months of the sentence which was to run concurrently.
The judge presided over a packed courtroom filled with Claffy and Foster family members and supporters, several of whom addressed him before sentencing.
What made this an unusual sentencing was that Mr. Claffy, who has said he accepts full responsibility for what happened, offered to pay the college tuition for Mr. Foster’s sixyear-old son, Isaiah, and the judge took him up on it. He is required to pay not more than four years of tuition at a Virginia state supported institution.
