Gwen Hays and Clyde Humphrey, two Rappahannock County citizens who conducted an exhaustive study of commercial lighting regulations to get a long dormant county lighting ordinance acted upon, said the ordinance will likely be reviewed by the Board of Supervisors at its meeting next month.
In a report to the Planning Commission last week, Humphrey said that during a five month study, the couple purchased a $278.90 “professional quality lighting meter” and read an 800-page nationally recognized manual as they sought to help the supervisors and the Planning Commission write a law to control lighting in the county.
On Nov. 16, 2001 the Planning Commission approved a lighting ordinance and forwarded it to the Board of Supervisors where it remained neither approved nor unapproved until last fall.
