Humphrey said that the Quicke Mart’s canopy was “over illuminated." He said over illumination creates a potential hazard to drivers at night. When they enter, it causes their pupils to contract and when they leave for the darkened road, it can take some time for the eye to readjust to the darkness.

Supervisor Bob Anderson wanted to know how the lighting at the new offices of the Rappahannock National Bank on Route 211 would compare to requirements of the ordinance. Humphrey said the bank’s area lights had been “down shielded" and were “hardly noticeable from the road.” But under thb bank’s canopy area, the lights had 58foot candle power. “That’s much brighter than it needs,” he said.
