Leola Phillips was bom Oct 4, 1896 to James Franklin and Lydia Pickett Phillips in Amissville. Since there were no schools for blacks in Rappahannock County in the 19th century, she and her four siblings were educated in their mother’s homeschool.
Her mother, a first cousin to Booker T. Washington, founder of Tuskegee Institute in Alabama, had attended the old Storer College in Harpers
