First adopted in 1973, the plan must be reviewed every five years under state law. Rappahannock ,has used these reviews to report on growth trends and needs for capital improvement and county land Use regulations.
McCarthy said in an interview that this review has taken some 18 months including public forums throughout the county and significant changes have been proposed.
He said it could be adopted by September 2004.
This month, the commission approved a measure to “explore the creation of rural historic districts,” and to follow up on a survey of historic houses and areas completed last year. If adopted by the Board of Supervisors, the historic districts would give homeowners who improved their property access to some state and federal tax writeoffs. The designations would not effect the local taxes on the property and the owners would enjoy “their full property rights,” said commission member Jennifer Matthews.
