He grew up in Rexburg, Idaho where he attended Ricks College. While at Ricks College, he met Bernice Jacobs. They were married May 25, 1927 and left the same day for a three year mission for the Later-Day Saints Church to New Zealand.
Mr. Manwaring graduated from George Washington University. He worked for the USDA for 37 years, rising to the highest rank of civil service, as Administrator for Production in the Agricultural Stabilization and Conservation Service, and vice president of Commodity Credit Corporation.
In 1968, President Lyndon Johnson presented him with the Distinguished Service Award. After his retirement from the USDA, he served as a consultant to the Food Corporation of India, and traveled the world in that capacity before retiring again to his cattle ranch in Woodville.
