Conservation
Although it doesn’t involve the most dollars, the biggest proposed change for this year’s budget is the creation of a Conservation Easement Service District. If created, it would add $.02 per $100 to the real estate tax rate on all the land in the county. The expected $300,000 generated would be used to purchase the development rights to large tracts of farm land in Rappahannock under the auspices of a newly created Farmland Preservation Fund. According to County Administrator John McCarthy, the purpose of the proposed fund is to preserve the agricultural characteristics of Rappahannock County by making it easier for farmers to keep their land undeveloped.
