Subschool principal Daniel Ebeling says that Payne has helped him deal with some of the neediest students at Falls Church High.
“Occasionally, when I realize that a student simply will no longer listen to a word that I have to say, I ask Buck to mentor the student,” he says. “Those students almost never get sent to my office again. In fact, they are more likely to wind up on the A or B honor roll.”
Payne graduated from the U.S. Navy Aviation Officer’s Candidate School, earned an associate’s degree in social sciences from Germanna Community College, and earned a bachelor's degree from James Madison University, where he also completed the education
