This wasn’t a good enough answer for Frazier who then mentioned he knew of at least one student and wanted to know if the School Board intended to get the money.

“You didn’t go after the money?” asked an incredulous Frazier.

School Board member Aileen Johnson who was present at the meeting quipped that if Frazier knew of an “illegal” student then he should let the School Board know. ■ “It’s not my job to tell you” snapped a visibly agitated Frazier.

But Frazier wasn’t finished. Looking at the budget, he asked Chappell about the improvements to facilities - related to the performance contract with Ameresco but separate in funding - and wanted to know why there were line items in the schools’ budget for a project that had yet to be approved by the BOS.

Chappell explained that the line items were “place savers” in the event that the schools actually receive applied for stimulus money.

Saying, “I certainly don’t like to be corralled into something I don’t approve of,” Frazier went on to make clear that it was the performance contract itself that he didn’t approve.
